Security and safety are the key roles in the existence of a particular area or in the midst of a group of people living together. Maintaining public security is a very complex task and responsible people must be employed to occupy the sensitive areas and posts regarding the public security. Police departments have very difficult tasks in controlling the public and making sure harmony exists. The departments and the hierarchies in these departments should be clearly stated as to who is answerable to whom and who has the power to authorize certain limits of actions undertaken by the police (Andreescu & Vito, 2010). These may include the arrest warrants, the time of keeping the arrested criminals in remand before being aligned in court. The police involved in particular hierarchies should clearly know their roles and perform them diligently.

This paper will provide a proposal for new policing departments in Besttown. Besttown is a city of multicultural people with a population of 75,000. Ten percent of the residents are composed of people of over 65 years and 25% of the population is residents of under the age of 18. The paper provides an overall summary of the police department rationale based on community statistics and input from relevant city leaders. It provides a rational Mission Statement (with rationale) on organizational structure including an organizational chart, discussion of ranks/positions of sworn officer number and specific positions held by civilian non-sworn personnel, and summary of the proposed salary structure for each rank or position. The paper will also provide a Budget Proposal including reason for type of budget. The paper also discusses the type of equipment and technology required.

Proposal for a Police Department

Introduction

With the current trends in public security and safety, there is need to have more police departments to help in keeping public places safe and secure. According to Fosdick (2009), insecurity mostly occurs in football fields as indifferences arise after matches. For example, in 2009, squabble occurred in a stadium where a match between Stoke city and West Ham United was held; various schools have fought, and some students even were arrested after fighting in school games.

Not only insecurity in the public, but also robbery in homes and terror attacks will require the city council to deploy more policemen in the city. The proposed police department will be composed of approximately 250 officers. This new proposal is due to community dissatisfaction with the service provided by the county police department. There is delayed response time to emergency call. Community members want calls to be dispatched by their own police department. For 2008, there were 23,000 calls for service. Crime statistics for three years are provided as follows: between 2007 and 2008, robbery and burglary increased from 120 to 160 and from 197 to 305 respectively. Assault and rape have also increased from 97 to 101 and from 0 to 1 respectively.

In order for the organization to follow order and to make sure that the required methodology of undertaking activities is followed, it is required to have a formation of hierarchy or the span of management. With 250 policemen and the above sensitive cases of insecurity in Besttown, the following police structure will apply.

Overall Summary of the Type of Police Department

The form of government is mayor-council. There are six council members (does not include the mayor), and there are six council wards; however, initial discussions have indicated that the city would be divided into three (3) patrol districts or service areas. This may change once the chief is on board; however, the proposed structure will be based on the six council wards.

The police department proposed will incorporate a total of 250 police personnel excluding the chief head of police for the city. The department will have six stations where one of the six will act as headquarter. Headquarter location will be directed by the leaders as they are the ones who know the areas which are more prone to crime and violence. The department will have a number of non-sworn personnel who will be allocated to the stations evenly. These personnel will include two citizens who are around the stations, the chaplains, accountants, IT specialists and others will be employed whenever the need will arise.

There will be three courts in the whole region where every two stations will be served by one court and a prosecutor. The court will be located in the middle of the two stations for easy access. The city leaders know the areas with the highest crime, the highest numbers of citizens as per the statistics, the mixture of tribes which sometimes results in conflicts and the cases of crime reported. This information will help in knowing the number of police personnel to be deported in every station. Each station will have the minimum of 36 and the maximum of 40 normal police detectives. This will be determined by the levels of crime in the areas. The areas with the highest frequency of crimes will be provided with 40 detectives. Each police station should have a deputy Chief of police, one senior sergeant and two junior sergeants. The stations will also be served by two citizens selected from the area who will assist the detectives in tracing the areas they want and tracing the suspects.

Training and Motivation in the Police Department

As Andreescu & Vito (2010) state, police training is important since it equips the officers with the current measures and skills they should have in their work. It is also a form of motivation. Employees’ motivation is very important in any organization. Thus, police department motivation is equally important. Police work is extremely difficult and requires motivation and in-service training. According to the hierarchical model of intrinsic and extrinsic motivation, one can be motivated by individual and environment factors.

Supportive environment allows a police officer to work efficiently, and this increases self-determination. The department will use recognition as a form of motivation. This will be done by posting something good they have done on a notice board where everyone can see. The department will set up a reward system for employees who work exemplary well. The reward can be in terms of small gifts, time offs, a trip or a paid vacation. In adding the motivational criteria, the section has to create a good working environment where the police can interact freely. This includes the social halls where they can watch movies, cyber halls where they can browse Internet at the expense of the department and much more (Gillet, Huart, Colombat, & Fouquereau,, 2013).

Mission Statement

The Besttown police department keenly cooperates with the community in order to prevent crime, provide help during the times of crisis, justly prosecuting the wrongdoers and respectfully help all people.

The department undertakes the following objectives.

Offering highly professional leadership, People always look up at the leaders to help them in the times of crisis. The Besttown police department will omnipresent in the affairs affecting the community (Gillet et al., 2013). The affairs may be negative or positive; the police department involves itself fully in order to increase the public trust in the police.

Respecting the employees and giving them right to express themselves. The ordinary police are the employees, and they are the ones that relate with the public a lot and know their issues well. Therefore, the department will give the police to propose on the active measures which are to be undertaken in order to have good working terms.

Organizational Structure

Chief of Police

The chief of police will oversee all the investigations in the city and give the directions on which trend the matters of security will follow. He will also review total operation and budgeting. He is also responsible for full dismissal or sanction of police officers who do not follow policies, rules and regulations laid down for the police department. The chief of police will be responsible for promotions and rank replacement in various wards. Just like other police officers, the chief of police will perform other tasks such as investigation, patrol and many others (Julseth, Ruiz & Hummer, 2011). He will be responsible for policy, productivity and regulations development. The chief of police will report to the mayor and board of directors regarding operations and progress. He will also be expected to attend community events and council meetings to give information on department progress and any other information regarding the security of the town. It is the work of the chief of police to provide necessary equipments and ammunitions to police officers. He will also be responsible for replacement of worn out equipments such as vehicles, uniforms and communication equipments.

He or she should have at least 8 years of experience as a security professional and a law enforcer. He or she should have not less than 5 years of management experience preferably in government or law enforcement agency. More preferably, the chief of police should have a masters or advanced degree in criminology (Gillet et al., 2013).

Deputy Chief of Police

Under the chief of police, there will be six deputy chiefs that will be administrative officials in the six wards. They will also be vetted by the town leaders just like the chiefs. The additional qualifications of these deputy chiefs will be viewed by the town leaders, and they will determine where each will be located. The town leaders are the ones who know each common type of criminal act in the respective places, and they will give the deputy chiefs job and locations. Their duties will be to manage day-to-day activities of the ward they have been allocated to and report to the chief of police. They will monitor the effectiveness and efficiency of services offered by constables in their word and work towards improvement of services (Frosdick, 2010). They will assist the chief of police in budgeting and forecasting future requirements in staffing, replacement of materials and other costs. Deputy chiefs will ensure incident commander assumes his or her duties and roles as required. They should attend various board and committee meetings and present reports on progress of their divisions. Deputy chiefs should respond promptly to citizen complaints and form a line of communication between the local community and the police department. The deputy chief of police should ensure that replacement of equipment, firearms uniform and other requirements is done on time and with regard to city policy (Johnson, 1994). He will also participate in selecting, training, evaluating and motivating staff.

Deputy chief should have knowledge of training, evaluation and supervision (Frosdick, 2010). He or she should have the principles of budgeting, administration, program development, records management, crime prevention and principles of public relations.

Sergeants

Senior sergeants. There will be one senior sergeant under every deputy chief of police. They will be selected by the deputy chiefs in their respective stations. These sergeants will be answerable to the deputy chief and give daily and weekly reports on the progress. They will be responsible for assigning daily duties to the detectives in their respective stations. The sergeants will connect the affairs of the station to the other stations.

Their qualifications should be the possession of strong leadership skills and the ability to motivate their peers in performing the work.

Junior sergeants. Each police station will have two assistant sergeants. Their selection will be undertaken by the senior sergeants in collaboration with the deputy chiefs. They will oversee the cases distributed among detectives by the senior sergeant, and control that detectives perform their duties diligently and report every activity undertaken to the senior sergeant. Junior sergeants will check if the operations of the station are being undertaken in the right way and if everything is in order.

Their qualification demands possession of strong leadership skills and standout from other detectives in work performance as there will be annual reshuffles because they will be selected from the detectives (Johnson, 1994).

Detectives

These are the normal policemen, and they do not have specific roles in the stations. Their daily roles will be allocated by the senior sergeant weekly. The duty roster will be pinned on the stations notice board indicating the names and specifying the roles of every detective for the whole week. Each station will have a minimum of 36 detectives and a maximum of 40. This will depend on the state of insecurity in the surrounding areas. In order to minimize the boredom and monotony of serving one locality, the detectives will be transferred to new stations in every two years. Most of the detectives’ work will be to investigate crimes, arrest the criminals, day and night patrols and the cell guards (Johnson, 1994).

They will be required to have the necessary professional qualifications in the jobs applied for. The chaplains will be volunteers as they will be preaching only on Sundays, and the prosecutors will be allocated to the respective stations by the judiciary.

The civilians will also include two citizens of the area who will be assisting the detectives in accessing the areas they required. Each station will have two of these individuals where one will be a youth who can be contacted even at night to direct the detectives (Julseth, Ruiz & Hummer, 2011). The other one will be an elder who will be providing the detectives with the culture and beliefs of the community surrounding.

Reason for the Type of Budget

I had proposed this type of budget since this is the first time the department is being structured. With regard to the area and the reasons for the police to be present, there are many activities, and the police are exposed to a lot of risks. The budget is huge for the Besttown since citizens want justice to prevail; in order to do so, the police have to be compensated dearly for their deeds.

Space Needs for Non-Headquarters Sites or Special Unit Sites

There will only be one special unit in the whole city. Special unit site will be proposed for 0.5 acres each with a fence installed with CCTV cameras. This special unit will be located away from the police stations and will be restricted to authorized individuals only. The city leaders should also keep away of these area as it will be containing private and confidential documents. There will be police from various stations who will be rotating providing the security for the department all time around the clock.

Equipment and Technology Requirements

Technology changes from time to time, and updates on new techniques are very important. The proposed department will ensure there is continued upgrade on the type of equipments and firearms used in the police department. The department will have an IT section that will be updated from time to time to allow efficient data management. A multifaceted data back-up system will be installed to allow timely data recovery in case of loss. A software system will be installed to monitor Internet usage of police officers. The software will be secured so that it cannot be hacked by unauthorized users. Research software will be installed so that it will make emergency call handling more efficient.

Conclusion

In the creation of departments, the structure should be designed in a manner that it will incorporate for any changes. This means that there may be needed a change for the operations which can be much complex than the initial ones. The structure implemented should also be flexible in the sense that the operations of the organizations can increase in volume as time goes. In the security matters and the issues involving the police, before deciding on any of the structures to be employed, sufficient feasibility study should be conducted in order to know the intensity of the insecurity of the area. Before deciding on the number of the police forces to bring in an area and give them the responsibility to take care of the security issues, the coverage area and the number of the citizens in that area should be known (Frosdick, 2010). This is in order to determine the number of the people per one police station. Before setting up a police administration structure in any area, it is always good and advisable to collaborate with the area’s authority and include the area citizens in the administration structure. This will reduce the cases of the police invading the wrong areas during the crime scene invasion. The police work is very tempting, especially for the detectives who interact with the criminals. The criminals may bribe the detectives in order to get favors from them and not to be arrested. In order to avoid such cases, the police needs to be motivated with good salaries and other fringe benefits which stimulate them do the work diligently.

Proper training should be conducted before and after setting the structure of the police department in a particular area. This helps the police involved to have in-time knowledge of how to deal with the emerging issues of insecurity in the areas (Gillet et al., 2013). Finally, the usage of the modern equipment and technology should be enhanced at any cost. Criminals have diverted their modes of committing crime to using the technology; in setting the structure, strong IT systems and highly qualified personnel to maintain them should be employed.

Summary

The report above is to be used by the leaders of the city in deciding whether they will allocate the police department with the proposals given. The research used to write the proposal was delivered from the police department sources in the United States, and it is based on the security issues of the Besttown area. The number of the stations formed is based on the overall number of wards in the city. This is made to enhance security checks, and qualities are maintained from all the corners of the town. The decision on the number of detectives to be allocated in each police station is based on the population of the area the station is located. As per statistics, some wards have small population compared to the others. The areas with large population were the ones reported to be having a lot of insecurity. The number of the junior sergeants has been proposed in order to have the one for the day and the other for the night shift (Andreescu & Vito, 2010).

The allocation of at least two civilians in the police station is used because of the detectives’ unfamiliarity with the area. These civilians are required to be guiding the patrol police on where to go and at what time the crimes are mostly committed. The mode of technology is proposed because the modern environment requires the modern type of technology to undertake the activities. In the cases of reinforcement needed in some areas, the police must have various methods of communication and machines to conduct the investigation (Johnson, 1994). The storage of data by the old method is risky, especially in town, as no urgent needed data will be accessed easily. Finally, the type of budget proposed appears this way because of the high rate of inflation. The police personnel need to be paid well in order to be motivated in undertaking the risky tasks.
