Introduction

With the current trends in public security and safety, there is need to have more police departments to help in keeping public places safe and secure. According to Fosdick (2009), insecurity mostly occurs in football fields as indifferences arise after matches. For example, in 2009, squabble occurred in a stadium where a match between Stoke city and West Ham United was held; various schools have fought, and some students even were arrested after fighting in school games.

Not only insecurity in the public, but also robbery in homes and terror attacks will require the city council to deploy more policemen in the city. In order for the organization to follow order and to make sure that the required methodology of undertaking activities is followed, it is required to have a formation of hierarchy or the span of management. Overall Summary of the Type of Police Department

The form of government is mayor-council. This information will help in knowing the number of police personnel to be deported in every station. Each station will have the minimum of 36 and the maximum of 40 normal police detectives. Each police station should have a deputy Chief of police, one senior sergeant and two junior sergeants. The stations will also be served by two citizens selected from the area who will assist the detectives in tracing the areas they want and tracing the suspects.

Chief of Police

Under the chief of police, there will be six deputy chiefs that will be administrative officials in the six wards. They will also be vetted by the town leaders just like the chiefs. The additional qualifications of these deputy chiefs will be viewed by the town leaders, and they will determine where each will be located. The town leaders are the ones who know each common type of criminal act in the respective places, and they will give the deputy chiefs job and locations. Their duties will be to manage day-to-day activities of the ward they have been allocated to and report to the chief of police. They will monitor the effectiveness and efficiency of services offered by constables in their word and work towards improvement of services (Frosdick, 2010). They will assist the chief of police in budgeting and forecasting future requirements in staffing, replacement of materials and other costs. Deputy chiefs will ensure incident commander assumes his or her duties and roles as required. They should attend various board and committee meetings and present reports on progress of their divisions. Deputy chiefs should respond promptly to citizen complaints and form a line of communication between the local community and the police department. The deputy chief of police should ensure that replacement of equipment, firearms uniform and other requirements is done on time and with regard to city policy (Johnson, 1994). He will also participate in selecting, training, evaluating and motivating staff.

Qualifications. Deputy chief should have a bachelor degree in criminology police science or political science. He should have a minimum of 8 years experience in law enforcement or governance in major position of municipal policing. Deputy Chief of police should have good knowledge of municipal law enforcement program. He or she should also have an understanding of the functions and objectives of police division, public safety department and other federal agencies. Deputy chief should have knowledge of training, evaluation and supervision (Frosdick, 2010). He or she should have the principles of budgeting, administration, program development, records management, crime prevention and principles of public relations.

Sergeants

Senior sergeants. There will be one senior sergeant under every deputy chief of police. They will be selected by the deputy chiefs in their respective stations. These sergeants will be answerable to the deputy chief and give daily and weekly reports on the progress. They will be responsible for assigning daily duties to the detectives in their respective stations. The sergeants will connect the affairs of the station to the other stations.

Their qualifications should be the possession of strong leadership skills and the ability to motivate their peers in performing the work.

Junior sergeants. Each police station will have two assistant sergeants. Their selection will be undertaken by the senior sergeants in collaboration with the deputy chiefs. They will oversee the cases distributed among detectives by the senior sergeant, and control that detectives perform their duties diligently and report every activity undertaken to the senior sergeant. Junior sergeants will check if the operations of the station are being undertaken in the right way and if everything is in order.

Their qualification demands possession of strong leadership skills and standout from other detectives in work performance as there will be annual reshuffles because they will be selected from the detectives (Johnson, 1994).

Detectives

These are the normal policemen, and they do not have specific roles in the stations. Their daily roles will be allocated by the senior sergeant weekly. Each station will have a minimum of 36 detectives and a maximum of 40. This will depend on the state of insecurity in the surrounding areas. Civilian Non-Sworn Officers

There will be several non-sworn officers in every station. These posts will include the station accountant, chaplain, the prosecutors and communication managers in every station. Apart from the chaplain and the prosecutor, the rest will apply for the jobs in the respective stations.
